Senate GOP Embrace President's Proposal to Overhaul Affordable Care Act

US senators are working through the weekend for the initial time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to end the standoff appeared to recede as Republican senators proposed a plan unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.

Growing Consequences of Government Shutdown

The effect on Americans from the lengthiest shutdown of the US government in history deepened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Plan from Golf Course

As Saturday's session got under way, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator stated.

Another senator commended Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition lawmakers expressed concerned reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by the public and Congress."

Another lawmaker responded to the criticism of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."

Continuing Negotiations

The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an willingness to an emerging plan from a handful of moderate Democrats to end the closure in exchange for a future vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the payments before negotiating the future of the tax credits.

"Inaction is derelict because people will go into debt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Partisan Situation

None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Several observers suggested that the essence of such a proposal would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
