English Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a recent survey of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of playing fields and open spaces to support their finances, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition said that a high proportion of authorities seeking to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in southeast England said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Increases and Wider Fiscal Pressures

This research of councils in the key cities group, which includes several urban centers, further found that more than 70% of councils will have to increase local levies next spring to cover the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to achieve both better provisions and financial savings,” said a council leader.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Projections

Research of county councils recently also found council budgets being strained by the growing number of children and older individuals needing special educational assistance.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document outlining those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several key cities members were included in the most deprived in England.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The figures highlights the scale of challenges facing municipal officials across major urban centers in the coming year,” the report concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that accounts for and addresses the real levels of deprivation and demand,” said Michael Mordey.

“Without this, councils will continue to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey revealed.
